A decade ago, inmates spent an average of 11 hours a WEEK outside their cells.
Today, they are actively encouraged to spend time in pursuit of constructive activities beyond the confines of their cell. Much of this time out of cell is spent in education, work and exercise, but free association with other inmates is also important in the development of their social and communication skills.
